Memorial Hall Library served as a day shelter when an early snow storm on October 29, left 90% of Andover households without power. On Sunday, October 30, the library extended Sunday hours until 7pm. During the library's normal hours (9am to 9pm) on Monday, October 31, Tuesday, November 1, and Wednesday, November 2, residents came to the library for warmth, to use computers, and to charge electronic devices; every available plug, chair, public computer and wifi connection was in use for most of the day.

The library staff welcomed the chance to serve as a community meeting center. The residents were most grateful and expressed thanks throughout the long ordeal.

The town offices were closed on Monday, October 31, but reopened on Tuesday, November 1. Schools reopened November 2.
