Victor Mill served as the first Andover Town Manager.  In 1959 the town had changed the form of government to one that required a Town Manager and increased the number of Selectmen from 3 - 5. Victor Mill was appointed as the interim Town Manager.  He served 3 months.

Mr. Mill also managed the Lawrence Pump Company, a family business and was a founding member of the LANAM club.  During World War II he served in the Navy.
