The Historical Commission completed a Preservation Plan for the town of Andover on August 7, 1980. The document affirms the Commissions's "general policy of preserving, protecting, and developing the historical, architectual, and archeological assests of Andover." (page 3)

The survey is volume 17 of the Andover Historical Survey.

A second plan is being drawn up in conjunction with the staff of Memorial Hall Library, in 2007.

In 2003, the town approved the Dimensional Special Permit/Historic Preservation Bylaw to make it harder to demolish old buildings. It doubles the demolition-delay period from 6 to 12 months.
