The town of Andover voted to raise a sum of $4500 to construct a monument to the Civil War. John Smith proposed to donate $25,00 providing the town raise an equal sum to establish a library.

The dedication of the original Memorial Hall Library was on May 30, 1873. The saying over the door, "Lest We Forget" is in honor of Andover's Civil War Veterans.
