The Andover Community Power program began organizing in 2020 when Andover Town Meeting approved it for development. [1] The stated goals of the program are to bring rate stability, more local renewable energy and cost savings for Andover residents. [2] Under the program, The Town of Andover can negotiate rates and offer plans that use up to 100% local renewable sources. [3] The town submitted a plan to the Massachusetts Department of Public Utilitiues to pool together residents’ power needs in July of 2021. The state granted preliminary approval in December of 2023. [4] A June 2024 launch plan was announced in the spring of 2024.
