Beginning in 1989, due to overcrowding in schools, the town began to investigate the construction of new school buildings.<ref>“Schools Eye choices for the 1990’s.” Andover Townsman, October 19, 1989, p. 1.</ref>

In 1999, a final site plan for a new elementary and middle school complex at Cross Street and High Plan Road was finalized.  The project was estimated to cost $31 million.<ref>“School site plan approved.” Andover Townsman, October 21, 1999, p. 11.</ref>

At the 2002 Town Meeting, voters approved an additional $350,000 for the construction project.<ref>“Additional cash approved to finish schools.” Andover Townsman, April 25, 2002, p. 19.</ref>

In September of 2002, Wood Hill Middle School opened.<ref>“All schools open today.” Andover Townsman, September 5, 2002, p. 1.</ref>
